Power BI / Advanced: performance and governed delivery / Lesson 16
Workspaces, apps and license boundaries
Plan governed distribution by separating author collaboration, consumer packaging, semantic-model access and current license/capacity requirements.
On this page
Lesson goals
- Distinguish workspace roles from app audiences and direct sharing.
- Separate permission from license entitlement.
- Define version, ownership and acceptance before publication.
Name distribution artifacts
A workspace supports collaboration and ownership of Power BI items; an app can package approved content for consumers. A report, its semantic model and a dashboard are separate artifacts with relationships that affect access and maintenance. Granting an editing workspace role is not equivalent to distributing read-only report consumption. The first record assigns responsibilities conceptually without creating any object. Decide who owns model definitions, report design, refresh credentials, consumer support and access review. One author leaving should not make the only recovery path or refresh knowledge disappear with a personal workspace assumption.
model owner: definitions + refresh contract + RLS review
report owner: visual context + accessibility + metric presentation
distribution owner: approved workspace/app audience and permissions
consumer acceptance: correct data + freshness + permitted access
This is an editorial responsibility model. No workspace, audience, permission or message is created.
Separate entitlement and access
A person can have permission to a report but lack the license/capacity entitlement needed for that consumption path. Another person can hold a suitable license and still lack permission. Microsoft’s documentation distinguishes Free, Pro and Premium Per User scenarios and qualifying capacity arrangements. PPU is not the same as a workspace assigned to capacity, and free consumption is not available for every shared report. Verify the actual scenario and current official requirements without turning this lesson into a pricing recommendation. The second program models permission and entitlement as independent booleans; it is not a licensing engine.
cases = [(True, True), (True, False), (False, True)]
for has_permission, has_entitlement in cases:
print(has_permission and has_entitlement)
True
False
False
Only the first case satisfies both toy prerequisites. Real service access also depends on configuration, identity and documented product rules.
Keep audiences and security distinct
App audiences organize which packaged content is presented to groups of consumers. They do not replace the semantic model’s row security or automatically revoke every other access path. Direct sharing, workspace membership and model permissions must be reviewed together. Hiding an item from one navigation experience should not be promoted into a data-denial claim. External collaboration adds identity and tenant-policy requirements that must be checked explicitly. No external invitation, sharing link or notification is sent by the course. All examples remain synthetic planning material, and public disclosure mechanisms are outside the intended organizational distribution contract.
Review changes before replacement
Publishing a revised model or report can affect downstream consumers, dependent reports, measures, relationships and security assumptions. A renamed measure may break a visual elsewhere even if the author’s current page works. App distribution and workspace editing have their own update steps and permissions, so verify the selected experience rather than assuming every saved change is immediately the approved consumer version. Preserve a concrete change record and a supported recovery approach. A backup file alone does not restore service permissions, gateway ownership or every distribution setting automatically; those belong to the broader delivery inventory.
Define a reviewable release
A release review includes source/model identity, metric changes, refresh evidence, RLS cases, consumer role, entitlement assumptions and report usability. Test the actual intended consumer path through an authorized workflow before claiming successful distribution. This course publishes nothing and accesses no account or tenant. License statements describe reviewed decision boundaries and defer current purchasing details to Microsoft. The local boolean model validates only conjunction. A useful handoff makes permission, entitlement, data correctness and freshness separately reviewable rather than treating an accessible URL as proof that the audience receives the right secure report.
Common errors and fixes
A license is mistaken for report permission
- Why it happens
- Entitlement and access configuration were conflated.
- How to fix it
- Review both official entitlement requirements and granted permissions.
- Prevent it next time
- Keep a consumer-path acceptance case with exact role and capacity assumptions.
An audience-hidden item is treated as inaccessible data
- Why it happens
- Navigation packaging replaced model and alternate-path security review.
- How to fix it
- Review RLS, model permissions, sharing and workspace membership together.
- Prevent it next time
- Separate presentation visibility from authorization claims.
A revised measure breaks another report
- Why it happens
- Downstream dependencies were omitted from the release inventory.
- How to fix it
- Identify affected consumers and plan a compatible migration.
- Prevent it next time
- Review model changes as shared interfaces.
Check your understanding
1. A viewer has permission but sees a license prompt. What two questions should remain separate?
Show worked solution
Whether the intended identity has the correct access and whether the actual workspace/capacity/license combination permits that consumption. Check current official rules and the organization’s configuration. Do not widen workspace roles to fix an entitlement issue, because that can change security without solving the licensing requirement.
2. Why should a model measure rename be reviewed beyond the open report page?
Show worked solution
Other reports, calculations or consumers can depend on the shared model interface. The current page may not exercise those references. Inventory dependencies, provide a compatible transition and verify the consumer release path. A local save or successful publish operation alone cannot establish that every dependent artifact remains correct.
Key takeaways
- Workspace roles, app packaging, model security and entitlement solve different problems.
- Distribution success requires the intended consumer’s correct, fresh and permitted experience.
